<p>Humanitarian agencies are increasingly moving into the field of international development, transforming their traditional aims of immediate relief provision to crisis victims. This means that relief programmes are integrated with long-term development goals such a building infrastructure, providing training, and creating functioning economies. Why are relief agencies expanding their mandate? Are they being co-opted by donor states into promoting capitalism and democracy abroad? Do the recipients have a say in the design of development agendas?</p>
